I'm playing the tournament-game and I'm very proud of myself having decimated most of my civ's and trying to use the vassal-strategy and then...BOOM...comes 3x17 barbarian horsemen from nowhere. Thats 17, seventeen, times 3, three! Is this allowed? I mean...huh?

Yes this is what happens when there is a barbarian camp that sits out there in the fog unchecked for long period of time, you end up with a horde of barbarians looting and pillaging (kind of what happened to Rome when the Huns came calling). I believe the likelihood of occruance also depends on barbarian level (raging, roaming, etc.).
