When do Governments turn to their favorite government? Like I changed Russia's favorite to Communism.

It has been said that all things being equal that the AI will naturally gravitate towards their favorite government, however if one government is better than the others than the AI will select the "best" government, regardless of if its the favored government for the Civ.
