I just got Mass Production and am now able to build battleships. Since the ironclad is a forerunner of the battleship, I thought that I could upgrade it. So I moved one of my ironclads three squares into a city with a coastal fortress but was not allowed to upgrade it. I have rubber and oil available as resources, by the way.
Is this correct? Do we have to build battleships from scratch?

Coastal fortresses do not upgrade units. You need to have a harbour in that city if you want to upgrade.
If this was a typo or it has a harbour as well, make sure that city is connected to your capital so it has access to your rubber and oil.

Ironclads do not upgrade. Use them for scouting, beating up on the fleets of wooden ships that the AI likes to build, or for scrap iron (i.e. disband them in a port that is working on a better ship, for the return of shields).

They don't upgrade? Bummer. Thanks for the advice, though.
