Universial Sufferage Bug Tired of ads?

I dont know if this could be a possible bug...but....one of the ai civs is trying to build the unv.suffrage wonder....as soon as the advisor comes up to tell me that...i get a illegal operation error...from civ III..i have went back w/my saved game and each time when the adv comes up to tell me that it locks up and crashes..................anyone else experienced this or anything like it that could give me some insight to what the problem could be?
