I'm a little confused, I have control over a large portion of the map, so I have access to all strategic resources. I just finished synthetic fibers, so I could pump out modern armours, but still I can only produce normal tanks. They require the same resources, so if I can build tanks why not modern armour?

I know I did, maybe not anymore. I was wondering about that, it says on the bottom resources and aluminum is mentioned, but in the description is says only oil and rubber is only required. What do those bottom resources represent? Anyways...i'll check it out thx.

There's a mistake in the civilopedia. Modern armor requires rubber, oil and aluminium. That's what the symbols are at the bottom of the civilopedia, although it mentions it only need oil and rubber above it (which is wrong).
