Oil does seem to be pretty rare on the maps, but then agin i think that it is intentional.
In the real world we have fought wars over oil supplies so it shouldnt be any different in this game.
If your opponents are behind you then dont sweat it, as they probably wont be able to produce as many Cavalry etc. as you and you will still have a military advantage.
Of course you are pretty screwed if they all have enough Oil for themselves but not enough to trade...
If you are desperate choose a favoured trading partner with alot of territory and give them as many advances as they need to find it for themselves. I had to give Babylon 5 advances just so i could buy coal from them once!
