Need Help Support Apolyton, buy Galactic Civilizations

I've been playing Civ 3for about a week now and I thought I would have a look at the editor, but I cant seem to do some things, I was wandering if some one could help:

1: The menu options to edit units, civilizations and other things are greyed out, how do you turn themn on ?

2: You seem to be able to set start locations but how do you set which Civ the location belongs to?

Thanx for the help?

1. there must be a button somewhere (or menu item) that reads: standard rules. You must turn it off.

2. AFAIK, it can't be done.
