If you own the UN wonder, how do you call for new elections after the initial ones that were held right after u built the wonder?

Elections take place every few turns (the exact number I have no idea) automatically. You have to do nothing but wait, hoping for that victory (of course you should be kissing all the AI asses hoping for their vote!)

As for kissing up to AI, is there an option to explicitly trade for their vote, or does it just go by their general disposition toward you? (furious to gracious)
Also, I've noticed that in the first vote, those nations with whom I (and Cleopatra, the other candidate) were at war, abstained. Is it always the case that if a civ is at war against a candidate, it will not vote for that candidate? If so, then I think I have a hope of winning in the next round if I make peace, since the rest of the world is at war with Egypt.
