Can anyone think of a reason I am NOT able to offer another civ a military aliance or right of passage? Is it becuase I never established an embasy with them (though I can talk to them, trade strategic goods etc). What is odd with some other civs I have the full suite of treaty options but with others I don't.
Also, if I have two cities on the same continent, both with a harbor, should they be "connected" for purposes of a trade route (they are connected by shallows obviously).

so how do you open an embassy, other then when you are first offered the option when you discover writting.
Also, how can I tell which civs I have an embassy with?
