We have seen here plenty of treads concerning 'civs that are not civs', 'those should not be in the game'.
Many complains about USA, but few about Germany. Why? Because unconsciously, when you say 'Germany', many thinks Goths, Prussia, Germany are all the same. Just like no Italian has ever complain about Italy not being among the civs, just because they are happy with Rome.
What I would have like is the ability to rename my civ as consequence of revolution. Here are some examples of possible default values:

Germans:
Despotism: Goths
Monarchy: Prussia/ Holy Roman Empire
Republic: Republic of Weimar
Democracy: Bundes Republik Deutschland
Comunism: Deutsche Democratische Republik

France:
Despotism: Franks
Monarchy: Royaume de France
Republic: Republique Francaise
Democracy: Republique Francaise
Comunism: La Commune

Italy:
Despotism: Etrusks (?)
Manarchy: Rome / Roman Empire / Byzantium
Republic: Res Publica
Democracy: Italy
Comunism: ?

Russia:
Despotism: Khanat of ?
Monarchy: Russia
Republic/Democracy: Russian Republic
Communism: USSR

USA:
Despotism: free, Saxon as default, but could be any
Monarchy: Elvismania
Republic: at choice: Confederate or Union
Democracy: USA
Comunism: ?

I really like this idea...but instead of being so focused, you should just prompt the user.

I have always thought being the Babylonians in AD 2000 was unconfortable. I would have like to have gone through a Persian phase, a Iraqi phase, etc.
