I'm having trouble establishing sea trade. I have all my cities connected by roads and a harbour in one of them. I can sail my galley to the Zulus' island where there is a city with a harbour. And yet I still can't trade my luxury resources with him. What am I not doing?
Other times, I'll just somehow automatically be able to trade with another civ. Don't get it.
Thanks for any help.

Are you sure that you can sail to Zulus exactly from that city where you have a harbor?

Yes, I sailed my galley right to their harbour. Mind you, it was on a smallish island and their main bunch of cities (including capital) was further away.
You have to be able to connect with the capital city, is that it?
