	help! how do i establish embasies? Lose 30 kilos (of popups)

I cant establish embassies in any other civilization
the civilopedia says:
" click twice on the capitol city signature"

DOESNT WORK

help me please!

Right click on your capital and go to the "Diplomacy" option.

Before you build the Agency, civs with which you have no Embassy will appear and the amt of $ to est one there

Do you have to physically send a unit to their capitol? I have an embassy with the Americans, whose capitol I ran into in early exploration.

All six other civilations don't come up when click the diplomacy button (i.e. no message asking if I want to establish an embassy ... just options for what I can do with the Americans). I can trade luxuries and resources, but no right of passage/alliance option appears.

Ehhh... no. Read the answers above. All you need to establish an embassy is:
1) Writing
2) Any former contact with that civ (ie. meeting a unit)
Then double-click on the asterix next to your own capital name. You'll be given the oppotunity to pay to build embassies.
