corruption Get a bigger avatar today!

hey all. I have a large problem with corruption in civ3. I have an empire that is approximetley 1/3 of a huge map and at either end corruption is consuming over 4/5 of resources and shields in towns with court houses. in towns without court houses nothing is happening! My government is DEMOCRACY I have two empires one based around palace the other around the forbiden palace..
WHAT ELSE CAN I DO?

please help me, im too used to no corruption in a democracy (civ 2) and after reading the not very helpful civilopedia am completely stumped.

Only Police Station can help with Corruption, besides Courthouse.
I have a question for you: what do you mean with "in towns without court houses nothing is happening!"??
I agree with you that Corruption has a bigger impact in Civ3 but I do not experience big troubles wasting shields and gold...

Increase Your PM Length

In the towns fartherest away from the two palaces there is rampant corruption: In numerous towns I have 29/30 sheilds wasted and 59/60 commerce is gone to corruption. that is what i mean by nothing happeneing. with court houses these figures change to 27/30 shields wasted and 55/60 commerce going to corruption. As previously stated I am a democracy. I have size 12 towns that are going to take 112 turns to build hospitals. One sheild each turn!
I am researching communism now so will build police stations asap.

Its the way they built the game... making people have smaller empires. Problem is they forgot to playtest it, and ruined the game as a result. Especially if you want to use the military to take over the world...

Well you can always go into the Editor and change the settings if it's to tough for you. You can pretty much eliminate it completely if you want to, just set the number of optimal cities to 512.

Has any one used communism as a form of government? In civlopedia it says there is even corruption over whole empire- is this true. I'm just asking because The Civlopedia also says courthouses reduce corruption in my furthest out towns that is no longer true!
Yeah I could make 512 cities optimum, that is too much like cheating for my liking.... call me a purist.
I can see why they have increased corruption, however they have gone a little bit over board.

I agree they went overboard on corruption in this game. The level of corruption isn't the problem. The problem is the game doesn't give you very many options to combat it. On the one hand, it discourages you from making your empire too big. On the other hand, you can't win this game without greatly expanding your empire. Even if you're going for a cultural victory, you need a lot of cities to generate the 80,000 culutre points, not to mention keeping your rivals from getting to 40,000. My suggestion is, forget about the corruption in your far-flung cities and just crank out huge numbers of units in your good and great cities, and then transport the units to your crappy cities on the frontier.

That appears to be the only way to expand easily. Unfortanatly im one of those freaks who likes having over two hundred cities in an empire as democracy and with science discoveries every turn and 200 gold profit as well as having we love the president days in over half my cities while im at war with the other half of the planet... it is no longer possible to get aven close to this scenerio even if im cheap and play on prince level.
Call me sad but I'm going back to civ2

The main problem as I see it is that they haven't offered enough in the way of improvements in order to counter some of the problems. The whole view of what makes a civilization, and the infrastructure that's required, is rather one-dimensional. For instance, the legal system is confined to a single courthouse in every town, whereas in the real world it's a complex system with several layers added onto previous advances.

In my own game, I've given myself the ability to build a District Court, and a Supreme Court small wonder once I have a number of those. I also have prisons, and a Penitentiary. Using what already exists, it should be possible to build more structures like the Forbidden Palace, based on systems that are in place in the real world. Or maybe introduce the concept of provinces, and you could build a Regional Government improvement in each one, once you achieve a certain stage of development. Same with government institutions. They took out the Senate as a game concept, but they could just as easily have transformed it into something like the Forbidden Palace.

And there's no new cultural improvements, even though that's an important aspect of the game. They've just adapted what already existed to fit the new rules. What about Art Galleries, Concert Halls, Radio Stations etc. There's a whole slew of things they could have added that not only improves your cultural standing, but at the same time reduces War Weariness. After all, what better way to keep your people happy than giving them something that takes their mind off a bloody war?

youre right WILLEM the makers of civ3 took a step back (comparing to civ2 an ctp's) referring to the city improvments. but i must say that i play the regent difficiulty (what dif. are you guys playing?) and I have just one problem with corruption :
The cities away from the palace or forbidden palace cant progress on they're on (im talking about some kinds of colonies on the enemy continent or smth like that) the corruption in this cities is so high that before the city evolve to be a big one, the game is already over (the same problem which terribletai is facing). but this is not what i wanted to write about.

WHATS the sense in conquering other empires???
to conquer a city i have to use a big pack of artillery!
when the city is already mine its population is reduced 2-3 times.
I think that there are too strong defeners in civ 3 .
And the stacked combat mode is off
there is nothing left from a city that i attacked (besides the wonders)
A war with an empire as strong as your has no sense!
If you guys have some strategies that i could learn then im open to propositions.

For the corruption problem, I always solve it by editing the civmod file. I changed all small wonders to have the ability of ' reduce corruption' which is the unique ability of a forbidden city. So under huge map, I can still have 1 central govenment area and 10 provinces. Don't be ashamed to change this. I would rather enjoy the game than playing it under unreasonable design. By the way, police station would not solve the corruption problem too. I guess the distance to the palace or forbidden city is the main factor of the corruption foumula. If you have played alpha centauri, you will totally agree with me.

At least in SMAC, you could de-centralize your government to reduce inefficiency in large empires.

There is a possible mod which would improve Democracy corruption. In civ3mod.bic, change Democracy's corruption level from 'minimal' (yeah right), to 'communal'. This however will almost make Communism obsolete, although Democracy will still have the war weariness effects.

In reality, the corruption and waste in democracies is generally worst in the capital and are reduced the further away from this city you are.
