Editing Techs Support Apolyton, buy Galactic Civilizations

It seems when edit the changes I want in the Tech department, some weird things happen.
First off, and I can live with it no problem, is when you access the Tech Tree through the Science Advisor and go to the era where I changed some aspects of what you gain with certain techs, the Tech tree graphics screw up a bit. They no longer connect the techs, because of what I have done changed the Tech Info Box size.
As I say, no biggie.
What does become annoying, is after, and only after, I have looked at the new Tech settings in the Tech Tree when I start a new game, there appears a small black box on the Main Game Screen. It shows up right under my first town.
And if I have yet to build my first town, the small transparent box that eminates from a settler to show you the hexes that would fall within your city if you built it here is off alignment. Instead of being centered on the settler (as it should be) the whole box is 2 squares too low. With the settler at the top corner of the box.
All very weird, but should it affect gameplay or cause a crash do you think?
Update
The black box is the border that should be around the cities name, instead of being arounf the name it is 2 squares directly below.

Go check out the Known Bugs, in the General area I think. They mention something there about it, if I'm not mistaken.
