	How the heck do I put a spy in place??? Support Apolyton, buy Call to Power 2

Ok, I get the whole embassie thing, even the view cities and steal technologies. But how in the world do I put a Spy in place????

as the game is so kind as to NEVER EVER explain, you have to click on the pentagon logo next to the city that built the intelligence agency.

it's #)$@)(*&%)$@#*(& stupid. no reason for it to be that way at all.

I agree, documentation on "how to" is a bit lax. OK got the whole spy thing down; Now how come it never works? They are always cought!!!

i was suficiently disgusted with the espionage system that i raised my chance of successfully conducting a propaganda mission to 80%. i don't understand why it's a set price without a certain success, when other such things give you three choices for how much to spend. arg.

the civ2 system was much, much better.
