	Drafting units.... a problem... ;o( Get a bigger avatar today!

It seems i cannot draft units on a continent separate from the continent my capital is situated on?!?!

So far all i have tried this on, has been when in a Communist Government, but it appears i cannot draft citizerns on a continent different from my main one?! Why??

Has anyone experienced this or, even better, does anyone know how this can be enabled?

Is it that the cities are too small? I'm almost positive that I've drafted on other continents, but the cities do have to be a certain size (6, I think, but I'm not really sure).

Also if a city is chock full of nasty foreigners you can't draft either. I'd bet that you not only have to have 6 people, but they have to be 6 of your citizens.

I've also noticed (in Dem anyway) is that if one of the A.I.' s units with which you do not have a ROP, is next to your border, you can draft. When they move away (back into the FOW), then you can't draft. This might apply only on the contenant that this occurs on, this I don't know. The problem with drafting is the general unhappiness that occurs, which seems to take a LONG time to go away.
