I have been playing civ3 with every militaristic civ and cannot seem to get a leader. Could someone give me some advice as to how to get one?

Use your veteren troops to kill barbarians, good chance of getting them to elite. Then use the elite troops to attack in easy to win battles. ie Use the elite troops to finish of weakened units, or weak defenders, you dont want to take any chances and lose your elite forces.
Even playing a militaristic civ, dont plan on getting hoards of leaders. But make the first leader an army, win with the army and build the small wonder heroic epic, IIRC, this further increases chances of getting a leader.
