In the 1940s some studies were published which claimed various health benefits from circumcision, i.e., less cancer and fewer urinary tract infections. Since it was believed that babies couldn't perceive pain (I don't know where the h**l they got that idea) routine circumcision was advocated for the entire population. In the 1970s child advocates pointed out that yes indeed babies do feel pain and remember it if you would kindly just observe a few BEFORE publishing your article. Subsequent studies have shown a very minor effect on the prevention of penile skin cancer - a rather uncommon cancer which anyone with an ounce of sense would notice long before it became invasive, and on the occurrence of urinary tract infections in boys under one year old. The number of UTIs prevented closely approximates the number of complications (infections, mputations, etc.) that would be expected from a comparable number of circumcisions.
More recently it has been suggested that circumcision may partially protect against the acquisition of the HIV virus. A large scale study is currently in progress. The degree of protection thought to result from circumcision is far from absolute. Even if the effect is proven to be real there will be a great deal of debate over the wisdom of instituting mass circumcision as an AIDS prevention measure. If large numbers of men come to believe that they're immune to the disease the beneficial effect may be neutralized.
When I was born, if you were delivered in a hospital, you got a circumcision whether your parents requested it or not.
