After you have the requisite technology. If I remember correctly, it would be writing, you can establish embassies with known civilizations. To do this:
Looking at the main game screen.
Physically, with your eyes only (don't click anything) look at your capital.
You will see your city icon, population #, city name, and a 'star'.
Click on the 'star'. Or it might be dbl-click.
You will notice this star, because no other cities of yours have a 'star' beside their names. This 'star' is the capital button.
