I didnt mean it like that- you should beable to say call 2 leaders to you and create a military alliance together or a mutual protection pack etc.

Ah yes, that would be interesting. Coalitions would probably add some interesting twists to the game. You could end up with 2 power blocs opposing each other, like the US and the Soviets.
