should this not be an option ?
Example's , the un should not lead to victory , it should have a body of lets say (given that you are with 16) 5 states , and you should be capable to do peace keeping , E by blockading ones trade routes , no war declared ,E by giving fines because a war that is to bloody , E asking for military assistance , E to give a nation a special resource , ETC , ..................;

hmmm ,
i just think that the UN , in civ3 should have some thing extra , just imagine , zulu against china , and then your troops , huh read un troops on their shores , ........back home your people are not war weary , lol , .....
trade embargo , this time forced , no waiting , for an embassy , héhéh.
and of course , hmmm , you need troops , the member top 5 can build them , for you , and last but not least , you pay zip for it !!!!
oh yeah , un can pass everywhere , and provokes no war , .....of course

i actually kind of like what smax did with the planetary governor, give bonus trade based on peace treaties. if you are at peace with someone, you get bonus commerce based on that peace treaty. if you at war on the other hand, you get no bonus in trade. but seeing as civ 3 dosen't give out bonus trade based on peace treaties, or allies, i dont see how this could be realistically implemented into the game. good idea tho, and better than a simple win or lose as the current system dictates.
