I think there is a problem with too much ai tech trading. I think I good idea would have been to somehow differentiate between techs you research and tech you trade for or steal. Perhaps a culture bonus for techs you develop yourself. Like if you develop your own alphabet, your culture should end up stronger than if you just use another civilization's alphabet...

I like almost anything that reduces the cultural importance of city improvements I prioritize anyway.
