Creating scientists does have an effect, but the effect isn't shown in the Science number in the Expenses section of the domestic advisor screen. It does, however affect the number of turns to the next advance.
You can verify this by setting your science slider to 0%. If you have no scientists, the "turns to next advance" area on the domestic advisor screen will show that you will never complete the advance. Now create one scientist, and you will see that although the science expense number is still zero, the "turns to next advance" number is now 40 (or whatever you have the maximum turns per advance set to in the editor).
