Aggressive expansion into undeveloped areas, but let's be friendly... no wars on established civs... unless they are tiny, we really want that bit o' land, or they get too big for their boots, in which case we send in the marines for some "police action". I guess this is to be decided as/when it happens, as a response to some other Civ's actions.

Believe it or not I suggest go for the middle way:
-DO NOT ATTACK if not provoced...
-try to squize everything of them,if they get fed up and declare war, CHAARRRGGGEEEEEEEEEE!!!!
-If their cities stand in our way,just bribe them.
-If they are agressive,just kick their buts back to kingdom come .

But most off all try to stay defencive as long as possible,let them kill their units on our troops.

Perhaps you meant 'passive' as the second option? I'm unfamiliar with a pacific foreign policy.

I agree with shade. Go about our business without intentionally provoking anyone, but not rolling over for anyone either. If we should happen upon less than friendly neigbors, well then we shall defend ourselves until their Civilization lies in ruin.

The middle way, because we are still a young nation, and why aren't we building WoWs? The Pyramids, Great Wall, Great Library, and the Hanging Gardens are most important wonders of the world.

Yes we wage war with them till we have everything they got and then make peace with them...or was it the other way around

We should make peace instantly with any Civ we meet until a poll can be taken on further action. Even then I suggest peace until we have a decent knowledge of the enemy cities (we know at least two of them), when we can actually decide whether or not to attack and we actually CAN attack.

As far as trading techs go, I think it should take a poll before permitting the relinquishment of any techs allowing access to Wonders or Units.
