It was ok 10 or so years ago for settlers to build the infrusture but not anymore.
Settlers should be able to only found new cities in the begining of the game. After time enginers should build the foundation of a city and then people migrate or are transfered there.
Either use the systme that C2P2 has or make enginers that the job.
Or how about workers in the city. Instead of gathering food and shields they make improvments. They can have specilastis that just make tile improvments.
For terraforming they will need like say 3,4 or 5 workers to terraform the land.
How about switching population from one city to anthor city without settlers. (eg. masters of orion.)
Another thing is I dont want Democracy being able to be bribed. That is not true in this day and age. Just look at the US Senate. It is bribed all the time. Is there such thing as an honest Senator?
I have a few more but cant remeber them right now casuse I am brain dead now.
