Corruption is a big problem with Civ III, and it's very annoying. THere is no magic solution, but in one of the cities you need to build the Forbidden Palace which has the effect of a second Capital. Since this takes so many shields to actually produce in the first place, you really need a leader to build this for you if possibile.

Solution:
Go into Editor and lower the costs for the Palace (move to a central location); lower the costs for the Forbidden Palace, and make temples and cathedrals corruption-reducers.
The costs and values that came with Civ III are stupid, and clearly unplaytested.

Or do it the easy way - In CivEdit, go the the difficulty tab and set the percentage of optimal cities for each difficulty level to 100%.
