There are several ways to initiate contact (only if you have met the other civ , of course):
1) Press the little "D" Button at the lower right of your map screen.
2) Click (or double click, I forgot) the heads in the diplomatic advisor menu.
3) Right click on a unit of the civ you want to contact and chose the corresponding option.
4) Press Shift-D
