well, i agree with what you said...i dont think it can be done with a mod, i think it has to be hardcoded somewhere...
however, i recall that it was possible in civ2, pressing Ctrl-G showed you the city radius on the map outlined by a white line...i dont know how they solved the clustering, but it was definitely possible and i would really like to see a comeback in civ3...

Also there is no file that looks for graphics that extend out that far per city. The city graphics fit in something like a 150 by 70 (pixels) rectangle. |
