Well, it basically goes like this: one player starts the game, plays it for X number of turns, then passes it on to the next player. The next player then plays for X number of turns, then passes it on to the third player, and so on.

If you want another example, check out some of the other sucession games going on.

easthaven: everyone plays the same civ. Its like playing a regular game, but the save game is passed to different players.

Build as many libraries or Temples that you want... A cultural victory is only as good as how healthy your opponent is, and how many cities you have.
