I have created a mod that gives every nation an aditional special unit. Version 0.5a is adviable here
First extract this archive in your Civilization3 directory and run "Install ASU Eng.bat", if you have the English Version, or "Install ASU Deu.bat", if you have the German Version.

If you extract it correctly the batch-file will backup the altered files.
All changes are listed in my first post and in the readme.

Tried it... looks good but found several problems...
I chose a 7 civ game on Regent and found all of the other civs... then it asked me if I wanted Contact with these 3 other civs! (which would not show up on the Foreign Advisor screen).
On the pop up when you complete an advance and it asks you what new advance you want to research, the icon/picture is wrong.
And a quick pair of quibbles... the graphics for some of the units should be better differentiated from other ones... the English Longbowmen is visually the same as a standard Longbowmen (for instance), and I don't think trireme is appropriate as the second Roman goodie unit. Considering that a lot of the early explorers during the renaissance were Italians, maybe someone could come up with something that reflects that?

In the editor the tech icon are shown corectly. This is a problem with Civ3. If you add new techs the tech icons will be wrong.
I used existing unit grafics for all new units. I will look to find better unit grafics for the next version.
Is your problem with the foregein advisor, that not all civs are shown?

I've added the grafics of the pionner.
User of version 0.5 should use the batch-file in the attachment. Just unzip this file to your Civ directory and run it.
Attachment: v05to05a.zip
