But seriously... I haven't played that many great players myself... having joined in the later days of civ2 MP. I'd have to say the best I played so far was Eyes.

Well with me it would depend on what settings........with 1x1x I'd have to say DeityDude. plus he never brags.......with the 2x2x settings, well I'd have to say BraveLaker (remember him anybody) for the same reason.......doesn't thump his chest when we wins............

I don't think there is a best player. There are too many factors involved in MP..some luck...some skill. Even the best player goes down if everyone else in the game gangs up on them. So I think the real question is, who are the better players? Who consistantly does well despite the hand they're dealt?
Disclaimer: I can only judge the players that I've played more than a couple of games with. So I have left some well known players off the list.
Current Players
Top tier (no particular order)
1. War4 (adapts well, good expansion, and a good battlefield general. He sometimes runs into problems with his warrior defense at the core.)
2. Markus (focuses on trade which usually keeps him near the tech lead where he can exploit those tech windows. If you don't harass him early, you're usually in for a long night.)
Other players that I consider good players but sometimes lack consistency.
1. Berz (better than average expansionist, but sometimes use excessive resources to take a city you placed just to make him do it.) Of course sometimes i spend too much defending that position He also sometimes falls for other traps set.
He is one of the best players when it comes to celebrating without any happy wonders.
2. Smartfart (Usually provides excellent competition, but sometimes doesn't adapt as well when pinned in early. He is an all around solid player.)
3. Ming (unfortunately I don't get to play many games with him anymore so it's hard to judge how he has improved over the last couple of years, and to list him in the top tier even if he may belong there.) He's a better than average expansionists. He, like me, probably spends more on defense then necessary.
Players from the past.
Matt. (solid player that would vary his stratagy more frequently than others, making him very unpredictable/dangerous. He was another of the better battlefield generals.)
Carnide. (one of the better expansionists. You needed to find him and jump on him early also.)
John Barbarosa. (I learned quite a few tricks playing him. I'd like to think that with my extra experience since playing him last, that I'd be able to hold my own against them. especially using RAH rules )

kaak and rah. both have repeatedly, consistently, and good-naturedly trounced me by wide margins. kaak using general zone settings (king 2x2x etc.) and rah using rah rules.

The best player I regularly play against is Deity. The trouble is he doesn't do duels (he certainly won't duel me) so its hard to compare him to some others.
Makeo would probably be the best Australian duelist I've played.
Honourable mentions go to War4 and Markusf.
One thing I've noticed is some players seem to need particular game settings for their "gameplan". I haven't played many of the other Americans because of time differences.
I'm a very lazy player - I don't micro, I watch TV between turns or chat on icq, surf the net. I just expand and then fight it out.
I'd rather play with people who are good company than necessarily good players per se.

What do you mean "was"
There where no real other players who could play on all settings like me.
Best 1x (all levels)
Arrii, me, makeo,mad max, smartfart
(players like nappy where great at diety, but totaly lost on king.)
best 2x
eyes, kaak, me, arrii,jhorsbourgh
Eyes and kaak wheren't really that good. But they had dueling on 2x 2x no tech stealing, no bribing, etc etc down to an art.
Arii and me where the best at all settings, we played close to a 100 duels on all settings and map types and we were pretty much even.. Nearly all games were decided by starts.
And oedo i will come and play in the final, not having played for 6 months i am rusty!

My vote goes to
markus for his civ building skills and makeo for his warmonging skills.
Nappy was 1 of the best at deity and at sneak attacking you (pin point accurate attack on your capital even when you are continents away).
Other very good players that I have had the pleasure to play:
smartfart, ming, rah, xin, carnide, and some that I have forgotten

Well since people have begun to refine the definition of "best player". Choosing best 1x or best 2x or whatever I'm going to cast my ballot for my version of who I think is best, which is for the best Diplogamer. Its all I play anymore, and it is far different from other forms of civ.
Since a diplogame is much different the diplorankings are much different as well. Not just the person who wipes the floor best, but other factors must be considered.
Top candidates I've played are Drake, Deity, Capo, are Rasputin.
I'd probably have to give my nod to Rasputin with Capo a close second.
Both can craft a compelling and very interesting story around their game. Both do a good job of keeping in character during the game and sometimes making in-character decisions that might not be in the best interests of someone just out to rule the world.
Capo is great at making a diplogame come alive, and become real, but he looses points for his spotty attendence and frequent temper trantrums that result in him leaving games, then coming back, and then leaving and coming back again.
