when you create a map is there any place where you should not place starting locations?

Use your own mind, try to make all starting locations balanced in the long run, so not the civ that starts on one place gets it mush better then the others. Thing that affect is the distance to another starting location (on good and bad depending on the style of playing), nearby resources, terrain, rivers and lakes, size of landmass, and so on. If you decide to you can make all starting positions bad, and then have the better areas to find later, just make sure no civ will get too mush better or worse then the others.
