Well you have a good point, but I don't really think it's a good idea. One of the ways that the AI is able to keep up to the human, usually, is by tech trading. If you restrict that, then we will continually run into the Spearman vs Tank situation.
At the very least though, the further away civs are from each other, the less often they should contact each other, up until the modern era. Even in ancient times, distant nations would communicate with each other, i.e. Marco Polo, though it wouldn't be very frequent.
