	no help from dom. advisor Remove this text

Before I installed 1.17, when a city started rioting, I could right click and select disorder report and the domestic advisor would tell me why they were rioting and unless there was no extra food have a 'give them some entertainment' option.

Now when I go to this screen, unless I'm at war, the advisor just tells me what I know already, that the city is rioting, and never gives an entertainment option.

Is this:

- a bug
- my imagination
- a new 'feature'

?

The only time I don't get the "give them some entertainment" option is if creating a entertainer will induce starvation - in which case I usaully create an entertainer and starve them anyway. But you have to do it manually, from the city display.

That's just it, giving them an entertainer won't starve them, giving them five enertainers won't starve them and I don't get the 'The people want jewels, big-screen tvs, ad strip clubs' message anymore
