If I'm looking for a normal game, I just go with the usual 8. On the rare occurances I want a very militaristic game, I go with 16. I never go below 8 on standard.

personally, i'm an anal micromanager... i like to control every little detail and i like my civ to be "perfect"... so i usually play with 2 less civs than the max for the map. gives me time to set up a strong infrastructure before i wander out to eliminate my neighbors.
