For some reason all my cities are producing only half their normal culture. Has anyone else had this happen to them? Im in a golden age, war mobilized, and in a war in a republic. Thanks

It was the war mobilization - the Japanese wouldnt make peace with me for so long so I couldnt find out.

As far as I understand it, when you are a republic or democracy and at war, your cities produce half culture.
Somebody please correct me if I am wrong.

That because you are mobilizing. I never mobilize anymore. Did it once and I noticed that I took a major hit in culture so I would only do it now out of desperation.
