1. I have heard something about victory through 20,000 points. Is that one citym or what?
2. Has anyone gotten a cultural victory? If so, how much more culture must one have?

You can get culture victory one of two ways:

A city with 20,000 culture points OR

100,000 total culture points AND no other civ has more than 50% of your culture points.

I'm pretty sure that's how it works.

Yep, that's how it works. I've only had it happen to me once. Kind of took me by suprise.

Actually, I find Cultural Victory the easiest way to win on the larger maps - but on Tiny, you can't really build enough cities to acrue that many culture points, even with full improvements. But on anything larger, culture victory is easy - particularly since you expand your empire with it, thus generating even more culture points.
