maybe you could make a plan wich cities are building together...
I continued building more caravans for 2 reasons
1) to get a decent stack of them to build Leo's
2)Our cities are very small--> so libs and markets only have little effect if any ...so i've put it of a little

an other pro now is that we can easili swich them to settlers(for the new cities-->I hope our expansion minster will give me some new locations to build(he can cooperate with the city planner to get the settler in the best cities.)

I'll do that, good idea. And while we have 10 Settlers now, we will want to keep some working the land around existing cities and some to build new ones. So some new ones will be useful, too.

I'll wait to see the results of the poll (3 days voting) before I get specific. The will of the Citizens must be obeyed.
