I second that - they have quite detailed historical entries for a lot of European cities IIRC.

Historical Atlas of the 20th Century

And there's of course more at the links section on Mercator's Civilization2 Site which has a whole bunch of map links. A lot of that may be of more interest to map makers, but I'm quite sure there's plenty of historical info in there as well.
