Yes, you get both effects.
Generally speaking, old plants are replaced by the most modern one available. In this case, that would mean that the solar plant would replace the hydro plant. However, the 'give (x) in every city' Great Wonder flag means that whenever that improvement is destroyed or replaced, it is automatically replenished by the great wonder.
Another example would be if Great Wall gave Walls in every city and barbarians sacked your city and destroy Walls - you automatically get it back for free, even though it was destroyed.

Is it really sure that you have the benefits from both powerplants ?

What actually happens when you get a meltdown?? An what are the odds of it happening? I never build a nuclear plant, not even in civ2 so I never got the chance to find out.
