Got spare money?

First of all you must have discovered Writng!

After that you center the map on your capital city and double click on that simble near you capital name that looks like a star with a dot in the middle.

After that you pick the civ you want to establish an embassy with!
and pay money

Support Apolyton, buy Call to Power 2

You do not build an embassy, you establish embassies like above with other Civ's.

it can happen that the AI civ establishes and embassy with you first. I believe that in this case, you do not need to establish one with them too.
