From what I've gathered so far, maybe it would be more productive to make an appointment and go there yourself.

Every single one of those offices is the best part of 400km away for me...and having little money it is going to be very difficult to get there. I can only get to London cheaply on a Saturday, when they are bound to be closed.

No, I think they are all out doing stuff but if you aren't out doing stuff you'll never find them. Most people my age are still out pretty regularly even if they have birds.
