Can't build walls after taking a city... Help yourself to an AD-FREE life

Has anybody else seen this....

I go to war and start taking cities. When I go into the city manager to build walls (after all I want to be prepared in case of a counter attack), 'Walls' aren't on the list to choose from. So I'll pick something else and then the next turn go back to the city and switch it to Walls.

Is this a known bug or am I just playing this game too late at night and am completely sleep deprived and missing something?

cities above size 6 cant build walls (they get the defnsive bonus (50%?) automatically). cities bigger than 12 get a (100%?)defensive bonus.

Walls are pointless. Build an extra defensive unit instead.

I think it only happens when the city started the turn with a pop of 6 or more.
