At least, in my opinion. 
It's the map originally created by Aanar, which I liked very much, but found some problems with, so I modded some stuff in it, as well as changed some things in the actual terrain (like all the rivers that were EVERYWHERE). Some things you might want to change if you like the ORIGINAL game is how I made archers and longbowmen bombard instead of directly attack (in case you want to change that), and made settlers use 3 population (and some other things very much like the Blitz mod). I included all the correct starting locations for all civs, and they're named appropriately (though some of the units aren't correct). I may do some more work on it later. In case anyone ever uses a map for any European scenarios, I highly recommend this one. 
Okay, first update, after 58 downloads. Aanar's modded map v1.1 I'll call it. 
New leaderheads updated, along with animations (they don't really move, so don't bug me about that. ). As always, make sure you backup your originals, cause if you overwrite them, then they're gone. Obviously, the .flc files need to go into the flic folder, and the .pcx files need to go into the leaderhead directory.
Removed rubber as a requirement for modern units, as Norm did, since, as he had stated, rubber can't really ever be found in Europe naturally.
The filesize for the animations and leaderheads got over 5 MB (even in the zip (!)), so I'm going to host it on one of my own sites instead in a link at the end of this post.
Okay, when I edited this post, the file attachment disappeared, so I'll post it in a new post further down. Sorry guys. 
Version 1.2 after 9 downloads:
- Added some plains terrain in places, and removed some. The same done with mountains, and tundra.
- Removed the passage between the Aegean and Black Seas.
- Fixed Austria's name, and made them Expansionist (since they were only Militaristic before).
- Defined Arabia (poorly). If anyone knows the geography and terrain better, please contact me. 
- Added Iron to Ukraine.
- Removed all rubber from the map.
- Added some island here and there.
- Moved Turkey's start location to Istanbul/Constantinople to emphasize their importance on that region (as well as make Middle East to Balkans passage possible, making things more interesting).
- Fixed Archers and Longbowmen (Before, they couldn't bombard {had to hit that flag}, or attack directly, and were pretty useless).
Oh, by the way, if you didn't notice, I changed the colors around a bit. The barbarians are now yellow (sorry to all those that had to figure that out the hard way. ), and the French are white. So what, I like the French, I think they deserve better than pink. 
Also, my former site kicked me out, so I have nowhere to host that beautiful 5 MB file for all the leaderheads and animations, so I'll try to find somewhere to put that so you guys can use them. Thanks for all your patience. 
Version 1.3 after 23 downloads
Okay, got quite a few changes this time.
- Made Egypt a little less fertile (Egypt was getting waaaaay to strong)
- Eliminated Denmark and made Israel, in order to help slow the expansion of Egypt and Arabia
- Created some new units (instructions later on)
- Modified some resources
- Made the Man O War (Ship of the line) available to all units, while making new Longbowman unit the UU for the British. Crossbowman now takes the place of Longbowman for all other civs
- Upped some units' stats
- Moved the starting location of Poland a bit further east to allow Germany more room to grow (they were getting very scrunched)
- Created new 'Phalanx' unit to take the place of the former Archer, since Archers and Longbowmen/Crossbowmen now are only bombard units
Okay, I have a few new units to include. Crossbowman, Phalanx, Grenadier, Partisan, and I renamed Man-O-War to Ship of the Line. Therefore, in order to allow these new units to work correctly, create new folders with the names of those units inside the Art/units folder. Then, copy all files from the Longbowman folder to Crossbowman, Hoplite to Phalanx, Rifleman to Grenadier, Infantry to Partisan, and Man-O-War to Ship of the Line. Once that is done, find the "Longbowman.INI" file inside the Crossbowman folder, and rename it to "Crossbowman.INI". Do the same for each new unit.
That will allow you to use the new units in the game. 
That should be it for 1.3... if anyone has any problems, let me know and I'll look into it. Thanks, and hope you enjoy it. 
Final Version, after 381 downloads
Okay, here it is, the final version. Map only, no custom rules. I can put up a modded version if someone wants me to, but it requires a lot of new units.
I finally finished it now that 1.29f has come out since I can set starting locations now, fully flat map, as well as the fact that the new editor is out for scenario purposes. Anyone can use it for scenarios, just give me a shout-out.

Map looks ok...however, there are still many problems;
1. Some odd forest tiles on the coast of libya.
2. Arabian peninsula looks unfinished. There should be hills.
3. Scandinavia and Northern Russia should be covered with forest.
4. Just use placeholders for the leader portraits you don't have yet.
5. The Sahara area is a bit plain, although this way you get some of the Nile valley portrayed better.
6. Iceland is too green and doesn't have Iron in real life. (there are some other misplaced resources, too)
7. 1 Rubber is a bit little for 16 civs to compete over..

Well, it isn't that important really, the coal that is.
Hey, I downloaded the latest version of your map, then decided I didn't want it, as I didn't want to go to all the hassle of playing with files. However, I seem to have mucked up, in that the file name for MAN-o-War has been changed to ship-of-the-line, which of course does not exist in my files. Am I going to have to re-instal the game?

I tried to find the said folder to rename but couldn't. Maybe I just missed it. I haven't got a problem so far, I am just worried about discovering that I actually do, if you get my drift.
Just found the relavant file. Still called Man-O-War. So it must just be for your map when this occurs. I don't mind.

Hey. Great map and all. I'm having trouble playing it however. I played as the English, and after I reach 1000 B.C or 1 A.D, the game crashes. Is this just something I'm personally experiencing? I downloaded the file, extracted it to Civ3 scenerio and loaded it as such.
My first attempt was playing as the English in the Egypt area, and was doing very well when suddenly it crashed when I reached 1250 B.C. My second attempt was English in Spain, and was again doing well till it crashed again around 100 B.C.
Did I extract it wrong or such?

I have experienced said crashs, as the English no less. The crash is often when one tries to communicate with the unique civs (of this map). Though I often have a crash for no desernable reason. In this case, I reload from the auto-save, and commence playing, with out a subsequent crash.

Sean, I tried that. I tried reloading from the auto-save and when I proceed to the turn when I crashed previously, I crash again. I tried saving it as a normal game then it just crashed again.
Maybe it's just as the English. I will try another civilization this time.

Didn't work. I tried Russian this time, in French area. Crashed, then I tried loading it from auto-save and proceeded to the turn when I crashed last time, and it happened again. I have no clue why this is so.

OK, I found how to make the map work, even when you meet Austrians or Turks !
To correct the crashing problem (AFAIK) :
- Go edit the bic file
- Edit the rules
- Go to the Civilization tab
- Select Austria-Hungary, in the bottom of the screen, you'll see "degradation file" and "improvement file" (or something like that, I don't have the precise English names.
- Select ancient era, and change "Art\Flics\Xe_A01.flc" into "Art\Flics\Xe_01.flc". Simply delete the A, both times.
- Select Morocco, and also delete the A. It means changing "Art\Flics\Zu_A01.flc" into "Art\Flics\Zu_01.flc".
- Select Turkey and also delete the A. It means changing "Art\Flics\Hi_A01.flc" into "Art\Flics\HI_01.flc".
- In case you have problems with Spain (which I didn't have), select Spain, and then select modern era. Delete the D. It means changing "Art\Flics\Gh_D01.flc" into "Art\Flics\Gh_01.flc".
Voilą ! The problem was Civ3 looked for leader pictures you didn't have on your hard drive. Now that the file names are correct, it shouldn't crash anymore. All of these operations must be done for both filenames (I mean, you must change both "Art\Flics\Hi_A01.flc" and "Art\Flics\Hi_A02.flc" to their respective numbers).
Also, Astronomy has no requirements, which is a bug, because you can have ships of the line 3 techs after entering middle ages if you beeline (astronomy -> navigation -> magnetism). Simply change this by editing astronomy and adding education as a requirement.
Sorry I don't post the corrected .bic here, but I modded it heavily to match my personal mod (see sig). I'm toying with the idea of adding more movement points to ships, and raising dramatically the road movement multiplier. I didn't do it for now, mostly because my comp is extremely slow (I already have 20 seconds of waiting between turns at the very beginning of middle ages, even Marla's isn't so long so soon).
