well sid meirer (or whoever) is too lazy rolling in money to fix in game properly so i thought id post that i found a way to change one person (or a blank slot) to another on the foriegn advisor page.
1) Ok to do this, first highlight the person you want to change (click on the spot , it lights up)
2) Press and hold Ctrl + i (hold both keys)
3) while holding the buttons right click on the highlighted spot, you should get a dropdown asking which civ you want to change that spot too.
Enjoy and i hope you dont already know this trick, or i look like a retard.

This has happened with all the patches. The nice thing is that it goes away. Once you get the civs with SHIFT RIGHT CLICK it hasn't happened again. For me anyway.
Of course there is still the problem of only having eight spots.
