Very possibly, but as Jasev said, Spain wouldn't accept that. So in your scenario it would be a choice between the normal British tax system and the normal Spanish tax system.

But since Gibraltar is self-supporting that argument really falls flat on it's arse.
Tolls we own a fair few tax havens, why should Gibraltar be different?

Yes I think a referendum is the best solution as well, but I think we should be concerned about the actual deal the people are presented with, and that it isn't an "accept Spanish rule or else" package.
