Using the Editor on existing *.SAV files Tired of ads?

I've recently played a game to completion using the Fascist Patch. I saved the game many times along the way. I've gone back to various stages of my civilizations growth, re-opened the *.SAV file, and called for a Revolution in order to choose and evaluate the effects of different government types during different periods of time. Without boring you with statistics, I've found that I'd prefer to adjust the various government settings in the Fascist patch in order to create more balance as I see it. However, when I go into the Civ3Edit program, make the adjustments and save them to the civ3mod.bic file, the changes do not take effect in the *.SAV files I am evaluating.

Questions:

1. How do I modify the rules of a *.SAV file for evaluation purposes?
2. I hope I do not have to begin all over again and spend 50 hours rebuilding an entire set of *.SAV files?
3. How do I apply the rules in the civ3mod.bic file to a map like the earth(standard).bic file?
4. Is the "Communal" level of corruption/waste the largest level of corruption available or it the special "levelized" corruption method designed for use with the Communist government type?

Please advise.

With the new patch, the SAV file stores the bic rules and can't be changed - so you'll need to start a new game in order to use new rules. I know, I know, it's a ***** and everyone hates it.

The communal level isn't necessarily the biggest corruption / waste level. As far as I know, your overall corruption just gets spread equally amongst your cities. Whether it’s high or low, still depends on the area size your civ covers, the number of courthouses and police stations, etc.

Therefore I guess, for big empires the communal level has more effect than for small civs.
