I thought this would be better in a new thread, since I had inserted into the middle of the thread about combat.
I am proposing at least two types of randomly spawned units, the "apostle" and the "lawgiver". Apostle's are the progenitors of church units and buildings while lawgivers fulfill the same function for the government.
Apostle's can organize the population and allow the building of a temple within the province. Since the apostle is mobile, it can move from province to province. An apostle owes allegiance to a single deity, and the religion that grows up from that apostle will have characteristics taken from that deity. It's easy enough to suggest archetype gods of war, hate, science, and happiness. Religions based around these archetypes will be able to effect their civilization in positive and negative ways depending on whether they support or oppose other elements within the particular civilization. Apostle's can be killed just like any other units. In addition, since they are not immortal, they can die of old age after which time their message may be perverted by another religion.
With time and the right circumstances (peace, war, good harvests, etc ) empty temples generate a priest. Temples have one level of effect on morale (for example) temples with priests have more profound effects. Once sufficient temples and priests are present, a bishop is spawned. Bishops can allow the building of cathedrals (one per every 10 temples). With time and the correct infrastructure you spawn archbishops that allow the building of religious wonders that depend on the type of religion.
Lawgivers owe their allegiance to specific types of government and they allow the building of town jails. Town jails allow the spawning of magistrates. Magistrates allow the building of courthouses. Courthouses allow the spawning of supreme justices that allow the building of government specific wonders.
