A couple of factors come into play.
First, somebody has to see it
Second, if the stater of the thread complains, action is usually taken
Next, it depends on the threads. Some threads just naturally evolve to a new topic, and isn't really considered threadjacking.
Plus, some threads just die on their own, and threadjacking actually keeps the thread alive for awhile. Again, as long as nobody complains...
It also depends on the level of it... If a single thread here and there is getting threadjacked, and nobody cares, why should we.
But when it becomes "the next game to play", then action is taken until it gets back to the normal level.
