I just recently did this for a scenario that I'm working on,
find the civ that you want to rename in english/gamedata/civ_str.txt and change the names to match your new civ. for an example of how this is done, look at the alexander scenario files, the Romans IIRC are renamed to the Macedonians.

To change the name of a civ in the game, all you need to edit is civ_str.txt. Illogical as it is, the name in the start-up screen is stored in the 'singular' string, so GREEK_SINGULAR for the Greeks (as opposed to plain GREEK as one would expect). To change the name of the Greeks to e.g. Belgians, change GREEK_SINGULAR "Greek" to GREEK_SINGULAR "Belgian". Change the other strings (GREEK, GREEK_LEADERM_NAME, GREEK_LEADERF_NAME, GREEK_COUNTRY_NAME, GREEK_SINGULAR, GREEK_PLURAL) and city names as well and you're ready to go. If you want more than the standard of 30 cities, add CIV_CITY_NAME GREEK_CITY_31 (and 32, 33, etc) to civilization.txt and GREEK_CITY_31 "Charleroi" (or whatever) to civ_str.txt.

Locutus, you obviously like Science Fiction (or at least star in it) and made a reference to an obscure city in Maryland, so ...
Are you by any chance a Harry Turtledove fan?

Sorry, it's very late over here , but if you can find Harry Turtledove's work in the Netherlands, I think that you'd enjoy it.
He specializes in Alternate History, and it seems to me anyway, that a Civilization fan would take to it like a duck to, well, you know.
Besides, if you read his book, The Two Georges, you'd get to see what a paltry excuse for a town, our version of Charleroi is
